President George W. Bush shivered when he woke up. He had a massive headache from trying to understand exactly what that dream meant. He'd have to consult his  diary later, but first, he had to go speak to the Chiefs of Staff. Due to terrorist and assassin concerns, the corridor to the War Room had been sealed off to unauthorized personnel. The only way to access that corridor was through fingerprint and retinal scans. 
He couldn't ignore that intense dream he had, so he grabbed his diary and wrote down everything while he lay on the bed listening to 'N Sync, and when he finished, he realized the Chiefs were already prepared to brief him, so he made his way down the corridor. 

When he was halfway to the room, he saw a figure approaching around the bend, which was odd, because normally only the Chiefs and himself at this time. He thought he recognized the man, and dismissed him as one of the personal assistants. Once he passed the man, giving a slight nod, he noticed the footsteps had turned back to follow him. Angry and confused, always so confused, he turned to confront the man. As he rounded on the man, his head snapped back and brain matter splattered the ceiling and walls.

If I had to guess, I'd say that overhearer is a watcher variant of some kind. IMO most likely closer to a voyeur, since Dap had said a shot killed Snow, but not who did it. So it sounds like he visited Snow to see what actions were performed upon him, rather than who visited him.
