Robert Jordan has stated flat out that Mazrim Taim is not Demandred. Beyond that, we can only speculate. There is ample evidence that he is a bad guy, especially his use of the phrase, "Let the lord of chaos rule." Most people believe that he is one of the new Dreadlords or perhaps some sort of junior level new Forsaken. We'll have to wait for the final book to know for sure.
